Italy is undergoing a major structural overhaul of its sovereign cloud data system by shifting ownership of the National Strategic Hub (Polo Strategis Nazionale or PSN), the entity responsible for managing the secure cloud services of the country's public administration. Under the new restructuring plan targeted for finalization by late July 2026, Italian defense and high-tech conglomerate Leonardo will increase its stake in PSN from 25% to 35% by purchasing a 10% share from state-owned IT firm Sogei. Concurrently, state-backed postal and logistics giant Poste Italiane is acquiring a 20% stake from the state lender CDP, with long-term plans to capture a 65% controlling stake by launching a takeover bid for telecom operator TIM’s 45% share.

Backed by roughly 2 billion Euro  from the European Union's post-pandemic recovery fund, this consolidation aims to place sensitive public data assets under the exclusive control of state-backed entities with clear industrial capabilities, phasing out purely financial partners. Under the proposed governance framework, Poste Italiane will appoint the CEO while Leonardo will nominate the Chairman of the Board. This sovereign data model holds global relevance, serving as a key benchmark for countries like Indonesia as they navigate data sovereignty policies and build out national infrastructures like the National Data Center (Pusat Data Nasional or PDN). Technology analysts and global cloud providers such as AWS, Google Cloud, and Microsoft Azure should monitor this structural shift closely, as Italy’s move to tighten data residency and state-led ownership may accelerate regulatory compliance pressures across international markets..
