The Indonesian tobacco industry is currently facing significant pressure due to the derivative regulations of Government Regulation (PP) No. 28 of 2024. Business associations and industry stakeholders have expressed deep concerns regarding the potential economic impact of these restrictive measures on the entire supply chain. There is an urgent call for the government to ensure that the implementation of these rules does not lead to mass layoffs or the collapse of small-scale manufacturers. Protecting this sector is considered vital, as it remains a major contributor to national excise revenue and provides livelihoods for millions of workers and farmers.
Industry leaders are advocating for a more balanced regulatory approach that harmonizes public health objectives with economic sustainability. Open dialogue between the government and the private sector is essential to mitigate the risks of increased illegal cigarette trade resulting from overly stringent policies. Strategic adjustments in the regulation are necessary to maintain the competitiveness of legal tobacco products while supporting the national recovery agenda. Moving forward, the industry remains committed to complying with fair standards that foster a stable and predictable business environment for all stakeholders.
