The Ministry of Energy and Mineral Resources (ESDM) is refining the mineral and coal (minerba) policy in Indonesia as an illustration of the direction of mineral and coal management and more adaptive implementation practices for the community. Director General of Mineral and Coal of the Ministry of Energy and Mineral Resources Ridwan Djamaluddin said that the revision of the policy was in the form of a derivative document of the policy of Law Number 4 of 2009 which was amended to Law Number 3 of 2020 concerning Mineral and Coal Mining. "Internally, we have deepened the preparation of documents, thoughts, discussions and others. Since 2018 we have carried out a massive, systematic, and serious manner. This policy is a derivative of the mandate of the Law that we must do," Ridwan said. when opening the Mineral and Coal Policy Socialization event in Indonesia, Saturday (13/2/2021).
Ridwan emphasized that the preparation of this policy document was prepared by involving all stakeholders, including businessmen, academics, and the community. "We compiled it inclusively. The government acts as a facilitator and involves stakeholders so that what we compile becomes a joint policy so that later at the implementation level it is not too difficult," he explained. Through the mineral and coal policy document, Ridwan continued, it is hoped that it will be able to become a middle ground for environmental issues that have so far been contested in the community. "It is equally important to increase the beneficial value of natural resources while maintaining the sustainability of its existence across generations," he said.
On the same occasion, Director of Mineral and Coal Acceptance of the Directorate General of Mineral and Coal Muhammad Wafid said that the preparation of mineral and coal policy documents aims to optimize the implementation of mineral and coal management, increase economic benefits and the quality of human resources, increase the independence and resilience of the mineral and coal-based national industry. and improve the welfare and prosperity of the people.
In general, the basic principles of mineral and coal management in this mineral and coal policy document are divided into 3 (three) namely: Inventory of minerals and coal, utilization of minerals and coal, and conservation of minerals and coal. This is what underlies the preparation of chapters in mineral and coal policy documents. This mineral and coal policy document consists of 6 (six) main frameworks, namely an introduction, mineral and coal inventory, mineral and coal management and utilization, mineral and coal conservation, monitoring and evaluation, and closure. "In the formulation, we are assisted by five expert practitioners from outside, namely Prof. Riant Nugroho, Prof. Made Astawarai, Prof. Abrar Saleng, Prof. Machmud Hasjim, and Deddi Handiko," concluded Wafid.
