A member of Indonesia’s House Commission XII, Ratna Juwita Sari, is pressing the government to immediately enact regulations (Government Regulations, or PP) under the new Mineral and Coal Mining Law (UU Minerba). She emphasizes that all derivative rules must be issued no later than six months after the law’s enactment—per Article 174 paragraph (1)—and notes that the deadline has already lapsed, given that UU Minerba was enacted on March 19, 2025. Without these derivative regulations, the implementation of the law risks being stalled, she warns.
Ratna asserts that the mineral and coal sector is strategic not only economically, but also for national sovereignty and independence. She insists that effective governance over the country’s mineral wealth must prioritize public interest rather than foreign interests. To that end, she calls on the government to complete all needed implementing rules so that legal certainty, policy direction, and mining governance can proceed in line with the law’s mandate.
