On 12 September 2025, the National Research and Innovation Agency (BRIN) and the National Cyber and Cryptography Agency (BSSN) signed a Memorandum of Understanding regarding strategic cooperation in the field of cybersecurity and cryptography. This move is part of a broader initiative to enhance national digital defence capabilities. This collaboration encompasses research and innovation in three key areas, including cryptography, cybersecurity and signals, along with the implementation of the National Cyber Security Action Plan (RAN Kamsiber). Both parties further agreed to strengthen information and communication technology capacity, data and information utilisation, and human resource development. At the same event, a Cooperation Agreement was also signed as a concrete measure to formulate strategies and policy recommendations for research, technology, and innovation in the fields of cryptography and cybersecurity.
BRIN is committed to supporting the tasks and functions of BSSN, including through synergising all the needs of both parties in accordance with their respective fields of work. For instance, the Computing Research Centre at the Electronics and Informatics Research Organisation is poised to collaborate in supporting the cybersecurity system at BSSN. It is hoped that the data from BRIN's research will be beneficial to BSSN, and that BRIN's research will continue to develop to strengthen the ecosystem that has been built. Additionally, a degree by research programme is offered for cadets, along with support to accelerate Security and Privacy by Design (SPbD) and digital government systems. Currently, BSSN's primary focus is on the independent development of equipment and systems, in addition to procuring licenses from external sources. The development process, which involves open source and equipment engineering, also poses significant challenges.
