Indonesia and Denmark Strengthen Cooperation on Offshore Wind Planning

Indonesia and Denmark are deepening their collaboration in marine spatial planning (MSP) with a focus on offshore wind energy. This effort was highlighted during a knowledge exchange event in Copenhagen on 4 September 2025, organised under Indonesia’s Ministry of Marine Affairs and Fisheries. The workshop exposed Indonesian officials to Denmark’s advanced MSP techniques—including its maritime zoning law, digital planning tools, stakeholder coordination methods, and environmental screening frameworks. Effin Martiana, Secretary of Indonesia’s Directorate General of Marine Spatial Planning (KKP), emphasised that this cooperation aims to accelerate Indonesia’s blue economy strategy. Notably, KKP has already issued Marine Spatial Utilisation Conformity (KKPRL) permits for offshore wind feasibility studies in West Java and South Sulawesi.

This partnership reflects Indonesia’s commitment to balancing economic development, environmental protection, and renewable energy expansion within its vast marine territory. Denmark’s holistic MSP model—structured around legislative zoning for sustainable ocean use and economic growth—offers a concrete blueprint for Indonesia to follow. The exchange not only facilitates knowledge transfer but also unlocks opportunities for job creation in Indonesia’s burgeoning renewable sector, particularly in offshore wind. Stakeholders from multiple Indonesian government bodies—including the Coordinating Ministry for Infrastructure and Regional Development, the Ministry of Energy and Mineral Resources, and state utility PT PLN—participated in the programme, underlining the inter-agency and strategic nature of the initiative. Marine spatial planning, as reiterated by Minister Sakti Wahyu Trenggono, remains pivotal for the sustainable realisation of Indonesia’s blue economy goals.
