The Ministry of Transportation (Kemenhub) through the Directorate General of Land Transportation launched an online Traffic Impact Analysis (Andalalin) Licensing Management named Si Andalan. For people who will take care of Andalalin licensing, they can now access the Si Reli.dephub.go.id website. Minister of Transportation Budi Karya Sumadi said online Andalalin licensing services were carried out in order to encourage the acceleration and ease of investment as mandated by Law No.11 of 2020 concerning Job Creation or the Job Creation Law.
"Through the online management of Andalalin, the Government wants the people's economic activities to run well with easy, fast and time certainty permits. On the one hand, transportation traffic can also run safely, smoothly, orderly and regularly," said the Minister of Transportation in a webinar entitled Ease of Managing Licensing Together with Si Andalan, Wednesday (20/1). The Minister of Transportation hopes that this easy, fast, and accurate Andalalin approval through Si Andalan can speed up the process of implementing licensing agreements. So that it supports the creation of work creations that are able to absorb Indonesian workers as widely as possible in the midst of increasingly competitive competition.
Meanwhile, Director General of Land Transportation Budi Setiyadi said, according to the mandate of Law 22 of 2009 concerning Road Transportation Traffic, it is stated that any development in society for economic purposes will cause trip generation. For that we need a Traffic Impact Analysis (Andalalin). "Previously, taking care of Andalalin might have taken a long time and was not easy. Now we are doing repairs. We are creating a new system through Si Andalan so that management becomes easier, faster, and has a certain time," said Director General Budi. Currently, the Andalalin licensing process is divided into 3 clusters. First, licensing for low traffic generation clusters for development management such as shops, shophouses, restaurants, gas stations with a 1 day permit issuance process after all requirements are met.
Then, the generation cluster is like a mall construction with a 1 day permit issuance process. Finally, clusters of traffic generation are high for development such as industrial areas with a permit issuance time of 3 days. Director General Budi revealed that later the management of Andalalin licensing would be integrated with Environmental Impact Analysis (Amdal) permits as mandated by the Job Creation Law.
