Danantara Reveals Plans to Build 17 Modular Refineries to Process US Oil Imports

Daya Anagata Nusantara (Danantara) revealed plans to build 17 modular oil refineries as part of an energy partnership with the United States (US) government. According to circulating information, the USD 8 billion (approximately IDR 130.4 trillion) project will be designed to process crude oil from the US. "Regarding investment in this refinery, it is indeed one of the collaborative commitments we intend to make together with American companies. As we look at one of the agreements, we will import crude oil to Indonesia," said Rosan at the Ministry of Investment and Downstream Investment/BKPM Building on Tuesday (July 29, 2025). Rosan further explained that the design of the refinery to be built with the US will be tailored to the characteristics of crude oil from the supplier country, in this case, the US. This new refinery is crucial due to the shift in oil imports from Nigeria and Saudi Arabia to the US. Rosan added that the plan would not burden state finances as it is part of a joint business strategy with the US.

Regarding the locations for the 17 modular refineries, Rosan stated that it is still under review with the Ministry of Energy and Mineral Resources (ESDM). One thing is certain, Rosan said, this project could be built in Indonesia or abroad, depending on the results of the business study conducted by his office and the Ministry of Energy and Mineral Resources. As previously reported, one of the key points in Indonesia's proposal to the US was its planned energy purchases from the US worth approximately USD 15 billion. This includes liquefied petroleum gas (LPG), fuel oil (BBM), and crude oil.
