The issuance of Law Number 11 of 2020 concerning Job Creation is expected to encourage the development of the telecommunications industry in the country, by facilitating the use of new technology. Director of the House for Policy Reforms Riant Nugroho, one of the developments that the telecommunications industry can do after the Job Creation Law is published is the 5G network. This will support digital transformation in the country."All existing frequency resources must be optimized to support the application of new technology to support digital transformation," said Riant, in Jakarta, Saturday (26/12/2020).
Riant revealed, if the Indonesian people want to take advantage of the real 5G network, then each operator needs a minimum bandwidth of 100 Mhz and is contiguous. Except at the 2600Mhz frequency, which is currently not optimal for supporting digital transformation. In fact, the 5G ecosystem in the world for a frequency of 2600Mhz has already been formed.
He hopes that the Job Creation Law can be a breakthrough so that the telecommunications industry in Indonesia can develop rapidly. "Due to the limited radio frequency spectrum for 5G, the Job Creation Law opens up limited spectrum sharing for the application of new technology," he said. According to him, the spirit in the Job Creation Law must be lowered straight and synchronously to the Postelsiar Government Regulation Draft (RPP) which is currently being discussed.
However, Riant highlighted the existence of an arrangement in the Postelsiar RPP that limits spectrum sharing coverage for the application of new technology. Article 49 paragraph 1, should also allow spectrum sharing for the application of new technology to be carried out in all service areas and all bands listed in the Radio Frequency Band License (IPFR). "This radio frequency spectrum cooperation is for the application of 5G. If it is not allowed in all regions and in the entire IPFR band, then the economic scale will not be achieved. Only people in some areas can enjoy 5G services. And to remember that 5G requires a large investment. If like this, we can be sure that the deployment of 5G will not be optimal, ”explained Riant.
