The government launched a trade policy deregulation package in response to President Prabowo Subianto's directive to establish a more conducive business climate. The programme consists of two main pillars: relaxation of import regulations and simplification of ease of doing business. Through regulatory reform, the business community is expected to gain faster access and without bureaucratic obstacles. In terms of imports, the government revoked Regulation of the Minister of Trade No. 36 of 2023 regarding previous import provisions, and replaced it with Regulation of the Minister of Trade No. 16 of 2025 as a general import regulation, accompanied by eight cluster regulations for various commodities. In addition, import relaxation was carried out on ten priority groups of goods - ranging from industrial raw materials such as plastics and subsidised fertilisers, pharmaceutical and chemical products, garden equipment, footwear, to two- and three-wheeled bicycles - while maintaining the resilience of the domestic industry.
In the ease of doing business sector, the Ministry of Trade issued MOT Regulation No. 25/2025 to accelerate the issuance of Franchise Registration Certificate (STPW) in the regions, where if the issuance is delayed, businesses can use proof of application as a temporary permit. In addition, four old regulations were revoked through MOT 26/2025, simplifying business licensing and distribution of goods, as well as the revocation of the annual financial report obligation and the regulation of subsidised fertiliser.
