The Riau Provincial Government is targeting IDR 4 trillion in revenue from carbon trading in the period 2025–2029. The revenue is expected to be an alternative funding for development as well as an effort to reduce emissions. Riau Governor Abdul Wahid in the Regional Medium-Term Development Plan Development Planning Meeting 2025–2029 in Pekanbaru, Monday (6/30/2025), said the funds came from developed countries that contributed, one of which was England. "We are obliged to reduce emission levels and developed countries are willing to contribute. I am determined to protect forests and land so that they become a benefit in the future," said Abdul Wahid who just attended the "London Climate Week" last week, quoted from Antara. He said the World Bank values each ton of carbon that is successfully reduced at USD 5, while the United Nations Environment Program (UNEP) and other donors can provide prices in the range of USD 15–USD 30 per ton.
Assuming a reduction in carbon emissions of 200,000 tons per year, Abdul Wahid said the potential revenue could reach IDR 4 trillion. He said that in a meeting in England, his party had met two donors, one of which was the Architecture for REDD+ Transactions (ART), an organization that provides standards and frameworks for Reducing Emissions from Deforestation and Forest Degradation (REDD+) at the jurisdictional level. The organization also developed the Environmental Excellence Standard for REDD+ (TREES) to measure, monitor, report, and verify the results of emission reductions and absorption from REDD+ activities. Abdul Wahid said that the revenue from the sale of carbon credits could then be used to fund environmental programs, including development in the land, forestry, environment, agriculture, and transportation sectors. "Hopefully the regents and mayors can smile. This is a step that must be taken amidst limited fiscal capacity to build," he said.
