Indonesia and Japan Are Developing TOD Areas, Realising Cities as Centres of Inclusive Economic Growth

On 24 June 2025, the Final JCC Meeting of JUTI-3 was held in Jakarta. The event focused on the Jakarta Urban Transportation Policy Integration Phase 3 (JUTPI-3) programme, a technical collaboration between the Indonesian Government and the Japanese Government through the Japan International Cooperation Agency (JICA) that has been in progress since 2022. The objective is to enhance the capacity of stakeholders in developing transit-oriented development (TOD) areas in the Jabodetabek region. There are three primary outputs to be achieved, namely the formulation of TOD area development policies, the strengthening of coordination mechanisms among agencies in TOD area development, and the formulation of TOD area development plans in pilot locations such as Blok M, Depok Baru, and Bekasi Barat. In order to enhance governance and the sustainability of TOD implementation in the Jabodetabek region, the Transit-based Urban Planning Coordination (TUPC) Team has been established. This follows the issuance of Deputy Decision No. 3 of 2025 on the Coordination Team for Transit-Oriented Urban Area Development Planning.


Furthermore, steps to ensure the sustainability of this programme were also discussed. Firstly, the follow-up on the achievements of JUTPI-3 will be carried out by the Ministry of Coordinating Economic Affairs and Regional Development (Kemenko PUPR). Secondly, Kemenko IPK can promote the integration of cross-regional and cross-sectoral planning in the development of national TOD regulations. Finally, the operational use of the Future Public Transport Network Dashboard was developed in JUTPI-3. It is anticipated that the JUTPI-3 programme will achieve the vision of a liveable, compact, and well-connected city. Following the conclusion of the event, a signing ceremony for the meeting minutes (MoM) was held. The signing was conducted by Deputy Rudy and Sachiko Takeda, Chief Representative of the JICA Indonesia Office.
