Ministry of Public Works Offers Four Infrastructure Projects to the Private Sector, Including Toll Roads and Dams

The Director General of Infrastructure Financing at the Ministry of Public Works, Rachman Arief, has stated that the Ministry will offer several projects to investors under a Public-Private Partnership (Kerjasama Pemerintah dan Badan Usaha/KPBU) scheme. These include three toll road projects include the Pejagan-Cilacap Toll Road, the Gilimanuk-Mengwi Toll Road, and the Cileunyi-Garut-Tasik Toll Road and one project for the use of dams for solar power plants (PLTS). The Ministry will endeavour to facilitate the PPP's progression without government funding. The dams project, including the Tiga Dihaji Dam and the Bintang Bano Dam, which are currently being transacted for the KPBU solar power plant. State-owned enterprises (Badan usaha Milik Negara/BUMN) are among those interested in participating. Rachman also stated that many investors have expressed interest in using dams for the purpose of hydroelectric power plants (PLTA) and micro-hydro power plants (PLTMH).

Firstly, the Ministry of Public Works will conduct a review to determine the most suitable candidates, following the recently released 2025-2029 Electricity Supply Business Plan (RUPTL). Furthermore, investors are advised to enter into dialogue with PLN regarding tariffs, with a view to reaching a mutually acceptable agreement in advance. To tackle funding issues, the government currently encourages public-private partnerships for national infrastructure projects. The 2025-2029 National Medium-Term Development Plan (RPJMN) projects infrastructure investment needs of IDR 1,905 trillion. The KPBU scheme and cooperation with the private sector are being strongly promoted due to the current funding gap of IDR 753 trillion. Other financing innovations are also being explored to fill this gap.
