Since the launch of its master plan in June 2020, China has aimed to develop Hainan into a globally influential free trade port by mid-century. In recent years, the province has rapidly grown into an international hub for tourism and consumer spending, with duty-free shopping at the center of this transformation.
To unlock greater consumption potential and stimulate the duty-free sector, Hainan raised its annual personal shopping quota from 30,000 yuan to 100,000 yuan in July 2020. The expansion of licensed duty-free operators has further boosted the industry’s momentum. Alongside this growth, local customs authorities have strengthened monitoring of duty-free imports, ensuring better regulatory compliance and supporting the sustainable development of the offshore duty-free economy. These efforts are positioning Hainan as a key player in the global retail and tourism landscape.
