The Minister of Communications and Digital Regulation No. 8 Year 2025 on Commercial Postal Services aims to support the national postal, courier, and logistics industries, also a strategic step to support the growth of the digital economy. This regulation sets out the formula for calculating the commercial postal tariff, based on operational costs plus a margin. The regulated operational costs encompass labour costs, transportation, applications, technology, collaboration with facilities and infrastructure providers, and cooperation with individual businesses. The regulation has been designed as a foundation for a comprehensive renewal of the postal and courier ecosystem, which has a pivotal role in supporting the growth of the digital economy and national connectivity. The regulation is designed to address the legal gaps in the commercial postal sector, in line with the provisions outlined in Government Regulation No. 15 Year 2013, particularly in the context of rapid advancements in the digital era.
The role of the postal, courier and logistics sector has evolved from merely delivering letters and packages to encompassing e-commerce transactions. By 2023, Indonesia's e-commerce transaction value reached IDR 533 trillion, with a significant increase in business units of 27.4% year-on-year. The significance of this value lies in its potential to drive the enhancement of efficiency and effectiveness in logistics services, thereby supporting the growth trajectory outlined. The new Ministry of Communications and Digital Regulation on commercial postal services is a response to the need for more integrated and harmonised service standards. The Indonesian Chamber of Commerce and Industry (KADIN) has expressed optimism that the new regulations will resolve the challenges associated with Java-centric postal distribution. By implementing industry consolidation, operational efficiency, service standardisation, and expanding delivery coverage throughout Indonesia, KADIN believes that these challenges can be effectively addressed.
