The government continues to strive to maintain the sustainability of export businesses through the latest policy contained in Government Regulation (PP) No. 8 of 2025, which will come into effect on March 1st, 2025. This PP regulates the use of export proceeds (DHE) for the natural resources (SDA) sector, with various types of permitted uses to support the operations and sustainability of export businesses."In line with the government's efforts to maintain the sustainability of export businesses, export proceeds (DHE) can be used for several types of permitted uses, including exchanging rupiah at the same bank to carry out operational activities, payment of non-tax state revenue tax obligations, royalties, and other obligations to the government in accordance with the law, as well as payment of dividends in foreign currency," said the Coordinating Minister for the Economy, Airlangga Hartarto.
Exporters can also utilize DHE for the procurement of goods, raw materials, capital goods, and payment of loans in foreign currency related to the procurement of capital goods that are not yet fully available domestically. The government also provides support facilities and incentives to exporters. One of them is a fiscal incentive in the form of a 0% Income Tax (PPh) rate for interest income from the placement of DHE SDA, which was previously subject to a 20% rate. The DHE SDA receipt instrument can also be used as credit collateral in foreign exchange swap transactions. Furthermore, BI will issue a Bank Indonesia Regulation (PBI) as an amendment to PBI Number 7 of 2023 concerning DHE and foreign exchange from exports, while OJK will update the system and guidelines. "Through PP No. 8 of 2025, the government is committed to strengthening the national financial system and encouraging the export sector," said Airlangga. The Ministry of Finance also plans to amend the Decree of the Minister of Finance (KMK) No. 272 of 2023 concerning the determination of types of natural resource export goods that are required to include DHE in the financial system.
