Bappenas Projects IDR 47.6 Trillion Investment Needs for 2025–2029

The Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas) has estimated Indonesia's total investment needs for 2025–2029 to reach IDR 47,587.3 trillion, averaging IDR 9,517.5 trillion annually. According to Siliwanti, Expert Staff in Economic Synergy and Financing at Bappenas, the investment will be sourced from three key sectors: the government, state-owned enterprises (SOEs), and the private sector/public. She emphasized the critical role of efficient and transformative investment in boosting economic growth over the next five years. Private sector and public contributions are projected to dominate, accounting for 86.7% or approximately IDR 41,277 trillion, followed by government investment at 6.9% (IDR 3,282.7 trillion) and SOEs at 6.4% (IDR 3,027.7 trillion).


Indonesia targets an 8% economic growth rate during this period, with several prerequisites to support this ambition. These include increasing foreign direct investment (FDI) to 2% of GDP, raising the industrial sector's share of GDP to 21.9% by 2029, and achieving USD 400 billion in goods exports. Other goals include a 1.4% share in the global value chain, state revenue of 18% of GDP, and government expenditure at 20% of GDP by 2029. Additionally, the country aims to boost food production by 20 million tons of dried milled grain, achieve 45.6% regional GDP contribution, and grow the tourism sector's GDP ratio to 5%, generating USD 39.44 billion in foreign exchange earnings.
