Shrimp exports account for 34.5% of Indonesia's total fisheries exports. According to the Food and Agriculture Organization (FAO) data from 2023, Indonesia ranks among the world's largest shrimp producers, standing as the fourth-largest shrimp exporter globally with a 6.6% share of total global shrimp exports in 2022. The Ministry of Maritime Affairs and Fisheries has outlined five intervention steps and a long-term plan within the Blue Economy Roadmap to boost shrimp farming production in 2023, aiming for the Indonesia Emas 2045 vision. The first step involves revitalizing traditional ponds into semi-intensive technology ponds through measures such as improved seed stocking density, feed optimization, and area and wastewater management. Second, implementing regional-based shrimp farming models targeting productivity of 60 tons per hectare annually, supported by renewable energy use.
The third step emphasizes efficient, low-emission technologies, including innovations in non-fish feed, IoT applications, renewable energy, recirculating aquaculture systems (RAS), integrated multi-trophic aquaculture (IMTA), and organic farming practices. The fourth step focuses on developing superior broodstock for fast-growing, disease-resistant seed production that aligns with planting seasons and is tolerant of plant-based protein feed. Lastly, the initiative aims to strengthen and develop markets through promotion, market diversification, and negotiations for reduced import tariffs in export destinations. Notable differences between traditional and modern shrimp farms lie in stocking density and technology used; higher seed density increases vulnerability to disease. The government has established the Area-Based Shrimp Farming facility in Tegalretno, Kebumen, Central Java, inaugurated by President Joko Widodo on March 9, 2023, with intensive technology achieving productivity of 40 tons per hectare per cycle. This modern shrimp farming cluster is expected to serve as a model that promotes ecological balance, equipped with essential facilities for sustainable aquaculture practices.
