Indonesia’s tuna exports and several related products have recently secured duty-free access to Japan, a move expected to enhance the competitiveness and investment appeal of the Indonesian tuna industry. Budi Sulistiyo, Director General of Strengthening Competitiveness for Marine and Fisheries Products at the Ministry of Marine Affairs and Fisheries (KKP), announced that four tariff lines will now benefit from a 0% import duty. These include Skipjack and other bonito in airtight containers (HS 1604.14.010), Tunas in airtight containers (HS 1604.14.092), Skipjack and other bonito boiled and dried (HS 1604.14.091), and Others (HS 1604.14.099).
This duty exemption was formalized through the signing of the protocol amendment of the Indonesia-Japan Economic Partnership Agreement (IJEPA) by Indonesia’s Minister of Trade and Japan’s Minister of Foreign Affairs on 8 August 2024. Budi noted that two of the products (HS 1604.14.091 and HS 1604.14.099) have additional requirements, specifically a minimum raw material length of 30 cm. To address this, the KKP and Japan’s Ministry of Agriculture, Forestry and Fisheries (MAFF) are finalizing an Operational Procedure through a mutually agreed certificate. Indonesia has proposed using the Fish Catch Certificate (SHTI) to meet this requirement, as it has already been harmonized with Japan's Catch Documentation Scheme (JCDS).
