Oza Olavia, Head of the National Single Window Agency (LNSW), reported that the vessel loading and unloading time, or dwelling time, has shown continuous improvement. In collaboration with various ministries and agencies, including the Directorate General of Customs and Excise (DJBC) of the Ministry of Finance, the dwelling time has improved, reaching 2.62 days in 2023. Besides dwelling time, the national logistics ecosystem (NLE) has also seen enhancements and is now operational in 46 ports and six airports. Oza highlighted the positive impact of the NLE implementation based on a survey conducted by Prospera, an Indonesia-Australia economic partnership program. The NLE has improved efficiency in several aspects, with time efficiency ranging from 21.6% to 73.4% and cost efficiency between 25.7% and 97.8%. Specifically, the NLE implementation has reduced the time required for processing delivery orders (DO) online, container delivery orders (SP2) online, single submission (SSm) for quarantine customs, SSm for carriers, and SSm for permits by 40.3%, 47%, 73.4%, 21.6%, and 56.4% respectively. In terms of cost efficiency, the reductions for these processes are 25.7%, 32.4%, 46.1%, 45%, and 97.8% respectively. Additionally, Oza proposed an indicative budget for LNSW for 2025 amounting to IDR 86.55 billion, all from pure rupiah sources. A portion of this budget, IDR 2.5 billion, is allocated for the development of the second generation of the Indonesian National Single Window System (SINSW).
