The Ministry of Agriculture ensures strict supervision of domestic garlic cultivation and production by importers holding import recommendations and permits. Importers are mandated to cultivate at least 5% of the Horticulture Product Import Recommendation (RIPH) volume. Minister of Agriculture Andi Amran Sulaiman emphasizes the importance of boosting domestic food production, including garlic, in light of global food supply threats. He stresses the need for Indonesia to be self-reliant in food production, including garlic, to reduce dependency on other countries. The Ministry of Agriculture, through its Directorate of Vegetables and Medicinal Plants, intensifies domestic garlic production, notably through mandatory cultivation schemes, aiming to maintain domestic garlic production levels.
Indonesia has previously achieved garlic self-sufficiency but has relied heavily on imports since 1996. Despite this, there's optimism about boosting domestic production due to available land and farmers. Efforts are underway to improve garlic cultivation compliance among importers. Collaboration between government agencies and stakeholders is crucial in ensuring effective implementation and monitoring of garlic cultivation regulations. To strengthen garlic production systems, a closed-loop model connecting markets with farmer-producers is proposed, aiming for better coordination and efficiency. The Food Task Force of the Indonesian National Police will oversee importer compliance with mandatory garlic cultivation commitments, ensuring importers fulfill their obligations. Importers suggest implementing a reward and punishment mechanism to incentivize compliance with garlic cultivation commitments. They call for strict action against non-compliant importers to maintain fairness in business practices.
