Palm Oil Dominates Export Commodities from Teluk Bayur Port

The Office of Customs and Excise Supervision and Service (KPPBC) Teluk Bayur, Padang City, notes that palm oil (CPO) and its fractions dominate the export commodities from West Sumatra in the first quarter of 2024. Approximately 75 to 80% of the total monthly exports consist of CPO, followed by exports of natural rubber, cement, other vegetable products, and animal products such as live fish. According to Indra Sucahyo, Head of KPPBC Teluk Bayur, Small and Medium Enterprises (SMEs) contribute relatively small percentages, ranging from one to four percent of the total export value, in the categories of other vegetable products and animal products. Notable SME-scale commodities include damar, coffee products, fisheries products, extract oils, nutmeg, among others. The export potential of commodities from West Sumatra to foreign countries is considerably high, with over 50% of exports directed towards South Asia (Pakistan, India, Bangladesh). However, due to limitations in air and sea ports in West Sumatra, exports are often routed through other regional ports such as Medan and Tanjung Priok, Jakarta. This necessitates exporters from West Sumatra to dispatch their commodities through alternate air and sea ports in other regions, giving the impression that the commodities originate from the dispatching regions rather than West Sumatra.


This practice affects the statistical records of the economy regarding the quantity of export commodities originating from West Sumatra. Sucahyo suggests that exporters from West Sumatra include a Certificate of Origin (COO) for commodities to be shipped abroad via other regions, emphasizing the importance of accurate documentation to indirectly support the increase in West Sumatra's Regional Budget (APBD). In addition to this, KPPBC Teluk Bayur conducts an Export Clinic program to support exports, particularly for SMEs, by providing education, assistance, and export consultations to the community and export entrepreneurs. Regarding revenue realization in the first quarter of 2024, the Customs and Excise collected IDR 83,765,998,000. This revenue consists of Import Duties (BM) totaling IDR 13,268,846,000, Excise Duties amounting to IDR 321,141,000, and Export Duties (BK) totaling IDR 70,176,011,000. Comparatively, the revenue from Customs and Excise in 2023 amounted to IDR 559,043,132,000, comprising Import Duties (BM) of IDR 34,475,114,000, Excise Duties of IDR 445,935,000, and Export Duties (BK) totaling IDR 524,122,083,000.
