APPSWI Opens Opportunities for Swallow's Nest SMEs to Enter the Chinese Export Market

Asosiasi Peternak dan Pedagang Sarang Walet Indonesia (APPSWI) has achieved a significant milestone in facilitating the entry of small and medium-sized swiftlet farmers into the Chinese export market. This achievement is attributed to the issuance of Presidential Regulation No. 45 of 2023, which establishes the Indonesian Quarantine Agency's direct oversight of product quality and quarantine related to fish, animals, and plants, with the Chief reporting directly to the president. This regulatory change elevates the Chief to a ministerial rank, marking a departure from the previous structure where quarantine fell under the purview of the Minister of Agriculture. APPSWI, representing primarily small and medium-scale swiftlet farmers, has long advocated for their interests. They view this new regulation as an opportunity for SME swiftlet farmers to participate in exports under regulated policies.

Indonesia boasts a significant swiftlet nest production, but market prices have remained low due to the monopoly held by entities controlling the export route to China. With the introduction of Presidential Regulation No. 45 of 2023, APPSWI anticipates that SME swiftlet nest producers will gain the opportunity to engage in direct exports to China, addressing the challenges posed by the existing Import Protocol MoU and reducing the need for intermediaries. This move is expected to empower swiftlet farming as a sector that significantly contributes to Indonesia's economy through foreign exchange earnings, job creation, and participation in the creative economy, particularly as it continues to grow in various regions across the country.
