Jakarta, Sawit Indonesia – Closing the 2022 Fiscal Year, the performance of the Sumatra Provincial Government's Budget shows very good conditions. If we look at the regional income side, especially regional original income, the realization of a surplus is 100.93 percent. Meanwhile, from the expenditure side, it also shows a fairly good indicator, namely reaching 94.95 percent with the remaining budget for 2022 of approximately IDR 281.18 billion.
This was conveyed by the Governor of West Sumatra, Buya Mahyeldi, when giving directions to Dawn Mubarokah, at the West Sumatra Great Mosque, Sunday (1/1/2023).
Despite showing positive achievements, according to the governor, the W Sumatra Provincial Government will carry out evaluations for future improvements, especially for OPD whose budget absorption is below target.
"Alhamdulillah, budget absorption reached 95.6 percent. OPDs that are below the target will be evaluated by each assistant," said the governor.
Regarding the realization of the West Sumatra Provincial Government's budget realization, in more detail the Head of West Sumatra Bappeda, Medi Iswandi explained, in terms of revenue, when compared to the realization in 2021 in nominal terms it increased by IDR 296.31 billion or 11.61 percent.
Furthermore, according to Medi, Regional Original Revenue was nominated by Regional Tax Revenue which experienced a surplus of 103.84 percent. This is an indicator of improving economic conditions in West Sumatra, coupled with increased taxpayer compliance and several innovations such as the "5 Profit Program" innovation implemented by the West Sumatra Provincial Government with the full support of the West Sumatra Regional Police.
In the case of Transfer Income nominated from DAU and DAK also shows very good conditions with realization reaching 97.33 percent. Overall the performance of Regional Revenues in 2022 will reach 99.13 percent.
As for expenditure realization, the achievements in 2022 are far better than conditions in 2021 where expenditure realization was 93.78 percent with the remaining budget reaching IDR 483.68 billion.
"Overall the performance of Expenditure realization compared to Revenue Realization reached 95.73 percent, meaning that of the total realized income and revenue in 2022, 95.73 percent is realized in the form of spending for all development activities and public services in the province of West Sumatra and the remainder is 4.27 percent is used to cover the 2023 Budget Deficit," explained Medi.
Meanwhile, programs in the agricultural sector in a broad sense (agriculture, plantations, food, forestry, animal husbandry and fisheries and marine affairs) show a very good impact with indicators of increasing Farmer Exchange Rates (NTP) if we compare Y to Y (average until November 2021) reached 107.26 percent, increasing to 110.40 percent (average until November 2022) and far exceeding the target stated in the RPJMD, namely 100.99 percent.
The condition of people's welfare is also getting better which is indicated by indicators of a decrease in the poverty rate where in 2021 the poverty rate in West Sumatra is 6.04, decreasing in 2022 to 5.92 and this condition is better than the target in the RPJMD of 6.28. The achievement of the 2022 poverty rate is the 6th lowest poverty rate of all provinces nationally. In the case of extreme poverty there has also been a decline where in 2021 it will reach 50,842 people, it will decrease in 2022 to 43,671 people or a decrease of 14.10 percent.
To reduce the impact of the fuel price hike, social assistance was disbursed to 18,418 families and social assistance to the community through social institutions for 8,058 people. In 2022 assistance will also be given to repair houses that were moderately damaged by the earthquake in Pasaman as many as 545 units and in West Pasaman as many as 1,171 units.
In terms of the Entrepreneur Program, it also shows quite good indicators marked by a decrease in the Open Unemployment Rate (TPT) which in 2021 reached 6.52 percent and decreased in 2022 this decreased to 6.17 percent which is also better than the target in the RPJMD of 6. .60 percent.
Regarding the public service indicators assessed by the Ombudsman, this has also experienced a significant increase where in 2021 it is in the yellow zone with a value of 68.52, the quality is being ranked 25th out of 34 provinces, and in 2022 it is in the green zone with a value of 82.60, high quality. and is ranked 11th out of 34 provinces.
