The Ministry of Maritime Affairs and Fisheries (KP) through the Marine and Fisheries Research and Human Resources Agency (BRSDM) is exploring cooperation in human resource development with the Turkish Ministry of Fisheries and Livestock. The exploration for cooperation was carried out by the Ministry of KP through BRSDM during the working visit of Commission IV of the Republic of Indonesia's House of Representatives (DPR) to Turkey from 29 November to 2 December 2022. Head of BRSDM Ministry of KP, I Nyoman Radiarta said, BRSDM's participation in exploring cooperation agreements is to coordinate and discuss plans to renew the memorandum of understanding (MoU) between the Ministry of Maritime Affairs and Fisheries and the Turkish Ministry of Fisheries and Livestock. "We are exploring the initiation of KP HR development cooperation through education, training and counseling programs," he said in a press release, Thursday (8/12/2022). On this occasion, Nyoman held a meeting with Muharrem Aksungur from the Department of Fisheries Research, General Directorate of Agricultural Researches and Policies (TAGEM).
The meeting discussed the potential for human resource development cooperation through university-level research activities in the field of aquaculture, especially for salmon commodities. Nyoman also conveyed the Ministry of Maritime Affairs and Fisheries' blue economy strategy, one of which is implementing a quota-based zoning-based quantified fishing policy. He also proposed synergy in the development of human resources for fish farming technology, especially seabass and salmon which are the main commodities of Turkish aquaculture. At the meeting, BRSDM efforts were also discussed in realizing the Ocean Institute of Indonesia (OII). It is hoped that this effort will gain international support for international-level management and institutional management as well as other human resource development plans. Nyoman also held a meeting with the Head of Department for Fisheries and Control, General Directorate of Fisheries and Aquaculture Melikh ER regarding the collaborative development of capture fisheries and aquaculture technology. This is related to Turkey's desire to immediately realize the proposed MoU on fisheries between Indonesia and Turkey. Currently, discussions are also being held on the MoU draft with the Indonesian Ministry of Foreign Affairs (Kemenlu) to obtain Indonesian input on the concept that has been proposed by Turkey. In addition, the BRSDM and Commission IV of the Indonesian Parliament held a meeting with the Chairperson of the Turkish Parliament, the Agriculture, Forestry and Rural Affairs Commission Yunus Kiliç with members of parliament in Ankara.
During the meeting, discussions were held on initiating strengthening Indonesian-Turkish cooperation related to agriculture, fisheries, education, defense, technology, and climate change, including its impact on the marine and fisheries sector. "Cooperation with the Turkish government has existed for a long time since the Ottoman rule until now. Indonesia has become a friendly country for us," said Yunus Kiliç.
BRSDM and Commission IV of the Republic of Indonesia's House of Representatives (DPR) also held meetings with the Turkish Ministry of Agriculture and Forestry. The Turkish side is headed by the General Director Act General Directorate of Foreign Relations of the Turkish Ministry of Agriculture and Forestry Ahmet Volka Güngören. Meanwhile, the Head of Commission IV of the Indonesian Parliament who was a delegate to the Indonesian parliament, Anggia Erma Rini said the diplomatic visit was aimed at studying policies in implementing development programs. " This diplomacy aims to study programs in the fields of agriculture and food, environment and forestry, maritime affairs and fisheries, as well as implementing policy priorities in these fields in Turkey," he explained. As previously reported, Minister of Maritime Affairs and Fisheries Sakti Wahyu Trenggono emphasized the importance of diplomacy with other countries related to the marine and fisheries sector.
According to him, diplomacy is important because problems in the maritime and fisheries sector are not only a problem for Indonesia, but also for other countries in the world, for example illegal fishing practices. Trenggono hopes that through diplomacy, the governments of each country can urge their citizens not to practice illegal fishing, especially in the fishery management areas of other countries.
