(Ministry of Trade) will update the trade remedies policy to prevent and recover losses for domestic industry players, particularly in the Textile and Textile Products (TPT) sector. Trade Remedies are instruments used to protect domestic industries from losses due to unfair trade practices. The form of this policy can be in the form of anti-dumping import duties (BMAD) or import duties for temporary safeguards (BMTP) or safeguards. "We continue to conduct workshops and exchange information on trade policies to prevent losses suffered by the domestic textile industry. In addition, we also update information on the conditions of business actors in the TPT sector and procedures for investigating trade remedies," said the Head of the Trade Policy Agency (BKP). ) Ministry of Trade Kasan through an official statement as quoted on Monday (28/11). However, he said that the trade remedies policy would certainly have positive and negative impacts for several parties. He said the president through Law Number 7 of 1994 concerning Ratification of the Agreement to Establish the World Trade Organization, mandated that Indonesia always try to uphold the main principles contained in the General Agreement on Tariffs and Trade (GATT) 1947.
Furthermore, to realize guarantees that trade between countries can run well, GATT stipulates provisions to encourage trading activities based on the principle of fair competition and rejects several practices, such as dumping and subsidizing export products (unfair trade). Kasan said the Ministry of Trade had formed a National Interest Consideration Team (PKN) in accordance with the Decree of the Minister of Trade Number 565/M-DAG/KEP/3/2017 concerning Formation of a Team for Consideration of National Interests Regarding Recommendations from the Indonesian Anti-Dumping Committee and the Indonesian Trade Security Committee. According to him, the intended national interest is not only to consider the existence of the domestic industry as a party that is directly harmed. ," said Kasan, who is also the head of the PKN Team. He said that this effort to discuss national interests is one form of the government's efforts to balance the positive and negative impacts of establishing a trade remedies policy. This, said Kasan, is expected to contribute to realizing sustainable, inclusive economic development and ensuring equal distribution of welfare for all Indonesian people. The PKN team has also conducted a survey of three TPT business actors in Central Java, namely PT Sri Rejeki Isman (Sritex), PT Dan Liris, and PT Prima Sejati Sejahtera (PSS). This is done to expand the use of trade remedies policies for business actors in providing investment protection and increasing the competitiveness of the domestic industry. News of the decline in the performance of the textile industry was blowing hard. This condition occurred because the demand for export markets, such as the United States and Europe, decreased sharply due to unstable global conditions. This also triggered a wave of Termination of Employment (PHK) in the industry. Member of the Advisory Council of the Indonesian Employers' Association (Apindo) and Deputy Chairperson of the Indonesian Textile Association (API) Anne Patricia Sutanto said the TPT industry workers who were laid off reached 58,572 people as of November 2022. She revealed that this number included all TPT factories throughout Indonesia. The layoff data is very likely to increase. This is because surveys are held weekly through association members to record affected employees. Although, he explained that there were members who wanted to fill out the survey and some who didn't.
