Minister of Transportation: Proving Ground in Bekasi Can Increase the Competitiveness of Indonesian Automotive Products

The Minister of Transportation (Menhub), Budi Karya Sumadi, said that the Roadworthiness Testing Center and Motor Vehicle Certification (BPLJSKB) project in Bekasi could make Indonesian automotive products more competitive. Moreover, the motor vehicle testing facility is also targeted to be the largest in Southeast Asia. "With the presence of the proving ground as the largest vehicle testing facility in Southeast Asia, it will increase competitiveness, because automotive product trials can be carried out domestically and can be directly exported without having to be re-tested abroad," said Budi Karya at the conference. press, Monday (31/10). Budi Karya hopes that the project can produce more accurate testing of motorized vehicle types and meet international standards. This will improve the safety aspects of motorized vehicles. The project is also targeted to support Indonesia's commitment to control the level of carbon emissions in vehicles and reduce dependence on funding from the state budget.  Budi Karya ensures that the project can support the export performance of Indonesian motor vehicles, especially those carried out through the Patimban Port and Tanjung Priok Port. Budi Karya said that the completion of the Patimban Port project phase II which is predicted to be completed in 2024 will also strengthen competitiveness with the Tanjung Priok Port. "This proving ground is very important as a testing center that supports these two ports. The President always says we have to compete, so we can't work like last year," said Budi Karya.


Proving ground is an outdoor test facility in accordance with international standards. Later there will be 16 testing facilities in accordance with the international standards of the United Nation Regulation (UNR) which are planned to be implemented in ASEAN countries that are members of the ASEAN Mutual Recognition Agreement. This project is officially managed by the Indonesia-Japan consortium, namely PT Indonesia International Automotive Proving Ground (IIAPG) as the winner of the auction, consisting of PT Gobel Internasional, PT Bintang Pradipa Persada, Toyota Tsusho Corporation, Japan Overseas Infrastructure, PT Hutama Karya, and PT Astra Daihatsu Motorcycle. The funding scheme for this project is Government Cooperation with Business Entities (KPBU) with the Project Development Facility (PDF), supported by creative funding from PT Penjaminan Infrastruktur Indonesia (PT PII) with an availability payment mechanism (KPBU AP). The project value reaches IDR 1.74 trillion with an internal rate of return (IRR) at the level of 11% with an estimated availability payment to be provided by the government to reach IDR 341 billion per year.
