The Indonesian Ministry of Religion (Kemenag RI) as of December 1, 2021 has imposed a service tariff regulation for the Public Service Agency (BLU) of the Halal Product Guarantee Agency (BPJPH). The rules for the cost of halal certification are stated in the Decree of the Head of BPJPH No. 141 of 2021 concerning Stipulation of BPJPH BLU Service Tariffs and BPJPH Regulation No. 1 of 2021 concerning Procedures for Payment of BPJPH BLU Service Tariffs. One important part of the regulation is the provision of tariffs for halal certification services for micro and small business actors (UMK). This provision covers halal certification rates through two schemes, self-declared and regular statements. “Through the self-declaring scheme, the application fee for halal certification is subject to a zero Rupiah rate. This means that UMK actors do not pay, aka free service fees," said Head of BPJPH Muhammad Aqil Irham, in Jakarta, Monday (12/27/2021). The service fee of Rp 0 or free, continued Aqil Irham, does not actually mean that the halal certification process does not require a fee. In the process of self-declaring, there is a fee for the service application for halal certification for business actors of Rp. 300,000. “However, the charging for this service comes from a number of sources. These include the APBN, APBD, alternative financing for MSEs, financing from partnership funds, government grants and other institutions, revolving funds, or other legal and non-binding sources," Aqil Irham explained. "As for halal certification services for MSE players through a regular scheme, the service fee is charged to business actors," he continued.
The cost of halal certification services for UMK actors through a regular scheme that is charged to business actors is the cost of applying for halal certification which includes registration and determination of product halalness of Rp. So the total cost of halal certification for MSE actors through the regular scheme is Rp. 650,000. Furthermore, Aqil Irham revealed that the issuance of the BPJPH Regulation concerning Procedures for Payment of BPJPH BLU Service Tariffs was a follow-up to the issuance of PMK No. 57/PMK.05/2021 concerning BPJPH BLU Service Tariffs which was promulgated on June 4, 2021. This regulation is also a follow-up to Government Regulation Number 39 of 2021 concerning the Implementation of the Halal Product Assurance Sector. "The determination of the service tariff regulation is a manifestation of the government's commitment to provide tariff certainty and transparency of the cost of halal certification services in Indonesia," said Aqil Irham. The issuance of the tariff regulation, he continued, is also a form of the government's commitment to always be present to provide comfort, security, and certainty over the availability of halal products for all people in Indonesia. "Furthermore, we will also communicate this to Ministries/Institutions, SOEs, and other relevant parties, so that the implications can be realized as soon as possible in encouraging the acceleration of halal certification obligations in Indonesia," added Aqil Irham.
A number of regional/service heads responded positively to the issuance of BPJPH BLU tariff regulations, including: Tangerang City, Metro City, and Tanggamus Regency. This regulation is considered to be very easy for MSE actors and is a form of government attention in providing convenience to business actors, especially MSEs in carrying out halal certification obligations.
