Coordinating Minister for the Economy Airlangga Hartarto said the completion of national strategic projects (PSN) will create a multiplier effect for the regional economy in accelerating the implementation of PSN to support national economic growth after the pandemic. Airlangga said infrastructure spending will be one of the challenges in achieving Indonesia's vision of becoming a developed country in 2024. This is because the government's budget is increasingly limited. Because this national strategic project is said to improve the quality and quantity of infrastructure spread in almost all regions which is projected to create per capita income growth. The government in this national project continues to be committed to financing through creative financing, so that PSN can continue to be implemented and reduce APBN costs, especially for infrastructure. The government's seriousness is reflected in the government allocating a budget for infrastructure development of IDR 384.8 trillion in the 2022 State Revenue and Expenditure Budget (APBN). This figure is reduced compared to this year's infrastructure budget of IDR 417.7 trillion.
Previously, a directive from President Joko Widodo, which focused on infrastructure development as part of a national strategic project, said that infrastructure development is directed at supporting the strengthening of basic service provision and increasing productivity through connectivity and mobility infrastructure. In addition, providing energy and food infrastructure that is affordable, reliable, and takes into account environmental aspects, as well as equitable distribution of infrastructure and access to Information and Communication Technology. "To support the infrastructure development target, the strategy of combining the budget with a blended finance mix will continue to be carried out," said Jokowi. In the funding scheme to run national strategic projects, the government continues to offer funding to the private sector or PPP which will be the financing model.
