Ministry of Trade Allows People to Bring More than 2 Liters of Alcohol from Abroad

The Ministry of Trade (Kemendag) has increased the quota for people to bring alcoholic beverages (minol) or liquor from abroad for their own consumption from 1 liter to 2,250 milliliters or 2.25 liters per person. The additional quota is contained in the Regulation of the Minister of Trade Number 20 of 2021 concerning Import Regulatory Policies. The regulation also changes the previous regulation, namely the Regulation of the Minister of Trade Number 20/M-DAG/PER/4/2014 concerning Control and Supervision of the Procurement, Distribution and Sales of Alcoholic Beverages (State Gazette of the Republic of Indonesia of 2014 Number 493. "Passenger's luggage for self-consumption a maximum of 2,250 ml per person," explained the attachment to exception XXIII number 128 as quoted on Monday (8/11).


The regulation was actually published on April 1, 2021. However, the regulation is now in the spotlight after the Chairman of the Indonesian Ulema Council (MUI) for Da'wah Muhammad Cholil Nafis urged the Ministry of Trade to cancel the regulation on adding minol imports. According to him, the regulation regarding increasing the number of imports of Beverages Containing Ethyl Alcohol (MMEA) will harm the nation's children and state income. "We hope that this Minister of Trade is canceled, in order to maintain the morals and common sense of the nation's children as well as the state's loss. In addition, the discussion of the liquor/alcohol bill is immediately discussed and completed," said Cholil in his official statement quoted from the MUI official website, Sunday (7/07). 11).


Cholil assessed that the Minister of Trade Regulation tends to favor the interests of foreign tourists, harming the nation's children and the income of the Indonesian state. He said the previous regulation of the Minister of Trade was in line with the policy of the Minister of Finance. One of them provides exemption from import duties, excise, and taxes in the context of importing only 1 liter of drinks containing ethyl alcohol (MMEA). In addition, he also saw an increase in the number of minol default permits to 2,500 ml resulting in lower state revenues. He said the Indonesian people and foreign tourists would consider it normal when they went abroad to bring more minol.
