The Ministry of Cooperatives and SMEs Accelerates the Issuance of Business Licenses and Certification of MSME Products

The Ministry of Cooperatives and SMEs (KemenkopUKM) seeks to accelerate the issuance of business licenses and product certification for micro and small business actors. Previously, the Ombudsman informed about the receipt of a number of complaints at the regional level related to this risk-based business licensing system. Problems that business actors complain about include the unintegrated system contained in a Ministry which is a series of licensing processes and it is also not accessible to local governments. And the unpreparedness of the OSS-RBA indicates the uncertainty of licensing matters throughout the territory of the Republic of Indonesia which can harm national investment. In addition, the Minister of Cooperatives and SMEs, Teten Masduki, said that there was also an issue of product certification that went viral recently, namely the threat of a fine of Rp. 4 billion for MSMEs that do not have a permit from BPOM. Even though this has been clarified by BPOM in order to support the ease of doing business, for Micro and Small Business activities prioritize development.


“In response to this issue, let's seek to accelerate the informal to formal transformation for business actors, especially micro businesses, either with business legality or with product certification. For this incident, let's take preventive steps by handling problems together," said Teten in an official statement, Wednesday (3/11). Therefore, KemenkopUKM held a Coordination meeting for the Acceleration of Issuance of Business Licensing and Product Certification for MSEs as an effort to accelerate the issuance of business licenses and certification of micro and small business products. Also present at the accelerated meeting were representatives of the Presidential Staff Office, the National Police Criminal Investigation Agency, the Coordinating Ministry for the Economy, the Ministry of Investment/BKPM, BPOM, BPJPH, BSN, and the MSME Association. Teten hopes that the coordination activity will become a meeting point for the unity of action in expanding socialization and assistance so that MSMEs know the rules of the game in doing business and distributing processed food.


"We know that with the mandate of PP 7 of 2021, MSMEs in carrying out their business activities must have a Business Licensing, but of the 64.2 million MSMEs, 99.62% are micro-enterprises, most of which are in the informal sector, so they need to be encouraged to transform into formal ones. "Teten said. The government has also issued a derivative regulation of the Job Creation Law which is believed to be able to boost Indonesia's Easy of Doing Business (EoDB) ranking to 40th position in 2024. However, the implementation of the regulation has not yet been implemented properly. BPOM PPU Coordinator Dyah Sukstyoroni said that his party would prioritize assistance related to distribution permit issues in recent times. He said that currently SPP-IRT has also been integrated with OSS. “We also set up a Call Center at Halo BPOM 1500 533, then at palaceumkm.pom.go.id, at sppirt.pom.go.id. So there are several places we have prepared, including if you want WA, we will also prepare a special WA number for MSMEs," said Dyah. Deputy for Investment Climate Development at the Ministry of Investment / BKPM Yuliot said that until now the implementation of OSS has been almost evenly distributed throughout Indonesia, including for MSMEs. "We also see that BPOM related to our SPP-IRT is also integrating with the OSS system, when business actors get a NIB, the SPP-IRT will automatically be issued. We will make accelerations and also repairs," he said.
