The Ministry of Maritime Affairs and Fisheries (KKP) targets national shrimp production of 2 million tons per year by 2024. To achieve this, the Directorate General of Aquaculture (DJPB) has pushed for a breakthrough program to boost productivity and continuity of shrimp farming in Indonesia, namely through the development of aquaculture sustainable vaname shrimp farming. One of the locations that became the production area for shrimp farming is East Aceh Regency. This was stated by the Director General of Aquaculture, Tb Haeru Rahayu in his statement in Jakarta, Friday (17/9/2021).
According to him, shrimp is a leading export commodity which is expected to make a major contribution to national economic growth. This is because the shrimp export market is very large, and Indonesia is one of the 5 (five) largest shrimp producers in the world. Therefore, national shrimp production must be continuously encouraged. To pursue this, one must be able to take advantage of potential production areas, one of which is East Aceh. "Minister of Maritime Affairs and Fisheries Sakti Wahyu Trenggono previously said during a visit to a shrimp farm in East Aceh, because we want to achieve the target of 2 million tons per year in 2024. East Aceh is included in the production radar because it has a fairly large contribution and its infrastructure supports it," said the Director General who is usually called Tebe. Given, continued Tebe, increasing shrimp production is one of the three KKP breakthrough programs for the period 2021-2024. Therefore, production will continue to be boosted. The trick is to continue to socialize the intensive system of shrimp farming, by preparing a strategy to increase national shrimp production through technology intensification. However, Tebe emphasized that these efforts must be carried out in a measurable manner. "It has become a necessity as technology advances in fish and shrimp cultivation, technology becomes a priority so that production can be maximized. So KKP encourages traditional ponds to upgrade their technology so that they have optimal productivity," added Tebe.
Tebe continued, this effort is in line with President Joko Widodo's directive that shrimp commodities are expected to help the national economy. By targeting an increase in national shrimp exports by 250% by 2024. However, the cultivation process still refers to the principles of responsible and sustainable production. “The production target is very important to support the added value of the economy, so that the welfare of cultivators increases. On the other hand, the environmental aspect is also the most important factor. For this reason, a management pattern that takes into account the quality of the environment is also a must,” explained Tebe. One of the efforts to increase production and maintain environmental quality is through a revitalization program for traditional shrimp ponds to become a Sustainable Vaname Shrimp Cluster Model, because this model principally regulates the design and layout of shrimp ponds consisting of enlargement plots, reservoir plots and reservoir plots.
In addition, using quality seeds and production facilities so as to increase pond productivity. And one area that has this potential is East Aceh, because the water and land conditions are very suitable for the development of shrimp ponds. "The sustainable pond model built is an ideal pond area because it consists of clean water management plots, production plots, wastewater management plots and mangrove areas as buffer areas to realize sustainable and environmentally friendly aquaculture. This cluster concept allows for more controlled management, namely through improved layout and strict application of biosecurity with more organized management in all stages of the production process. In addition, it makes management easier, increases efficiency and can minimize the impact on the environment and disease attacks, "said Tebe.
For this reason, KKP invites all shrimp stakeholders in East Aceh to jointly develop East Aceh to become one of the vaname shrimp producing areas in order to improve the regional and national economy. For this reason, the steps that have been taken can be supported by the people of East Aceh and other elements of the local government. "I invite the Regional Government to commit to developing this Sustainable Vaname Shrimp Cluster," he said. He also asked the Technical Implementation Unit (UPT) of the Directorate General of Aquaculture not only to focus on engineering activities but to be part of business development so as to contribute more income to the state treasury and of course how to move the community's economy. In addition, empowering the role of BLU LPMUKP to encourage the business cycle carried out by the community can run effectively by facilitating access to ease of doing business for the community. The point is collaboration with relevant stakeholders. Of course, this is important considering that the government has a limited budget.
Meanwhile, Ujung Batee Brackish Water Cultivation Fishery Center (BPBAP) as the UPT of the Directorate General of Aquaculture has also succeeded in developing the Sustainable Vaname Shrimp Cluster in Mantang Rayeuk, East Aceh Regency which has succeeded in harvesting the first cycle with a total of 9 plots with an area of 1,800 m2 per year plots and stocking density of 111 individuals per m3. From the first cycle of harvest, the total production was approximately 25.9 tons with a value of Rp 1.8 billion. From these harvests, the Rahmat Rayeuk fish cultivator group, totaling 13 people, can enjoy a monthly income of approximately Rp. 7.9 million. Initially the total production with traditional ponds was only around 500-800 kg with a value of IDR 32.5 million. The monthly income from traditional ponds is only IDR 435 thousand. Currently, Rahmat Rayeuk's fish cultivator group has successfully entered the second cycle with an intensive system with the same target as the first cycle, namely harvesting approximately 25 tons with a value of around Rp. 1.8 billion. In addition, BPBAP Ujung Batee is also developing a Sustainable Vaname Shrimp Farm Cluster in Paya Gajah, West Peureulak, East Aceh with a total of 8 plots with an area of 3,000 m2 per plot with a stocking density of 240 thousand heads with a production target of around 27 tons per cycle.
The Head of BPBAP Ujung Batee, M. Tatang, added, The Sustainable Vaname Shrimp Farm Cluster in East Aceh Regency is an initiative from the government to the community to serve as an example in using aquaculture technology and we are always committed to helping the community to increase fishery production, especially in shrimp farming activities. . "In the future, this pilot can improve the local community's economy. In addition, it can be followed by other people. Because, by being used as a pilot area, it can absorb local manpower and improve the economic welfare of the community," said Tatang. In addition, Tangang asked all group members to continue to jointly maintain this pretty good performance. And BPBAP Ujung Batee is ready to provide continuous guidance to cultivators in need throughout Aceh so that the increase in fishery production can be realized properly, so that it can contribute to economic improvement and poverty alleviation in Aceh's coastal areas. "We will always be present in the midst of cultivators, especially during the Covid-19 pandemic like this. And as a UPT mandated to produce shrimp, BPBAP Ujung Batee has distributed seed support targeting small cultivators and also for the development of Sustainable Vaname Shrimp Pond Clusters," he said.
As is known, in addition to providing facilities and infrastructure, BPBAP Ujung Batee also provides technological assistance to groups of cultivators who receive the Sustainable Vaname Shrimp Cluster assistance program so that they can independently carry out intensive shrimp farming, because initially they were farmers with traditional systems. For information, BPBAP Ujung Batee until August 2021 has distributed 3,099,440 vaname shrimp seeds to Pokdakan located in Bireuen Regency, North Aceh Regency, East Aceh Regency, Aceh Tamiang Regency and Langsa City. Tiger shrimp seeds have also been successfully distributed to Pokdakan in Bireuen Regency, North Aceh Regency, East Aceh Regency, Aceh Besar Regency and Banda Aceh City as many as 4,930,000 individuals. Independent feed was also successfully distributed until August 2021 as many as 26 tons to Pokdakan located in Aceh Besar District, Pidie District, West Aceh District, Bireuen District, North Aceh District, East Aceh District, Aceh Tamiang District, Southeast Aceh District and Langsa City. Banda Aceh City.
