Minister of Public Works and Public Housing (Minister of PUPR RI) Basuki Hadimuljono inaugurated the Operationalization of the Business Entity Certification Agency (LSBU) through the Online Single Submission (OSS) in Jakarta, Tuesday (5/10/2021). This operation is a mandate of Law Number 11 of 2020 concerning Job Creation and its derivative Government Regulation (PP), namely PP 5 of 2021 concerning the Implementation of Risk-Based Business Licensing, which encourages the Central Government to create an integrated licensing system.
Minister Basuki said that the operation of LSBU through the OSS system would speed up the licensing service process, and be more efficient because it reduces face-to-face contact. This OSS system provides convenience because services are increasingly flexible, can be done anywhere, anytime, with quality assurance based on an integrated and standardized system. "Thus, this digitization process will minimize fraudulent efforts that lead to acts of corruption. For this reason, do not only digitize the process from a manual one, but also change its behavior," said Minister Basuki.
Minister Basuki emphasized that even with the increasing speed of the certification and licensing process for business construction services, the quality of the results of construction services must be maintained. "Don't just pay attention to speed but forget to see the quality of the work. This quality will be seen in the field and its impact will be felt. I want these two things to continue to go hand in hand, speed is balanced with the quality of work," he said.
Minister Basuki added, that digitizing business entity certification will increase the Ease of Doing Business index published by The World Bank, where in 2020 Indonesia will be ranked 73 (seventy three) in the world. The rating jumped quite significantly compared to the previous years, namely at 109 (one hundred and nine) in 2016 and 91 (ninety one) in 2017.
Minister Basuki expressed his appreciation to all relevant parties who have realized the operation of LSBU through the OSS system, considering that the business licensing process through OSS is one of the main agendas of the government's structural reforms to encourage a more conducive business climate, including the construction service business. "I express my gratitude and appreciation to the Corruption Eradication Commission (KPK) and the National Professional Certification Agency (BNSP) who always guide us in the digitization process, as well as to the management of the Construction Services Development Agency (LPJK) and all associations involved in construction services." he said.
Director General of Construction Development Ministry of PUPR RI Yudha Mediawan said, currently OSS has been integrated with the licensing portal of the Ministry of PUPR through http://perizinan.pu.go.id/ , where the portal has been integrated with the Integrated Construction Services Information System (SIJK). "Thus, the business licensing process carried out by the Business Entity Certification Agency (LSBU) consisting of a Business Identification Number (NIB) and a standard certificate (license) is ready to be implemented through the OSS System," he said. Yudha said, for construction services, as regulated in PP 14 of 2021, 4 (four) business licensing standards are mandated, the process of which is carried out through OSS, namely: Business Entity Certification Agency (LSBU) license, Professional Certification Agency (LSP) license, Business Entity Certificate. (SBU) and Certificate of Work Competence (SKK) for the Construction Services subsector.
"Through the OSS system, the NIB issuance process will be faster with a maximum duration of 7 (seven) minutes from the beginning of the registration process with records of all complete registration data. Meanwhile, the LSBU licensing process is carried out as stipulated in PP 5 of 2021 for a maximum of 30 (thirty) ) working days. After the LSBU license is notified from LPJK to the OSS system, it will be followed by verification and approval of the Standard Certificate by the Ministry of PUPR through the OSS system (Access Rights)." he said. Head of the Construction Services Development Institute (LPJK) Taufik Widjoyono said that until September 30, 2021, there were 7 (seven) LSBU licenses that had been issued. The LSBU is now ready to operate, supported by 253 (two hundred and fifty three) assessor personnel of business entities who have implemented Recognition Current Competency (RCC).
The seven LSBU licenses are: INKINDO Certification Agency, Gamana Krida Bhakti LSBU, PT Andalan National Contractor Certification, PT Indonesian National Construction Company Joint Business Entity Certification, Independent Construction ASPEKNAS LSBU, PT Bina Mitra Rancang Bangun, and PT Indonesian Contractor Certification. "There are 1 (one) LSBU in the process of obtaining a license, and 2 (two) LSBUs that have applied for an account in the license application," he added.
