Indonesia is set to implement safeguard duties on cotton woven fabric imports starting January 10, as part of a strategic move to reinforce and protect its domestic textile sector. The policy, signed on December 22, was introduced to address the risks posed by a surge in imports that could threaten local producers. Following an investigation by the Indonesian Trade Safeguard Committee, the government concluded that proactive measures were necessary to maintain fair competition and ensure the sustainability of the national textile industry within the global trading system.
The safeguard duty, known as Bea Masuk Tindakan Pengamanan, will be imposed in addition to existing import tariffs and applied over a three-year period under a declining rate structure. In the first year, duties will range from IDR 3,000 to IDR 3,300 per meter, equivalent to around USD 0.18 at the lower end, before easing to IDR 2,800–IDR 3,100 in the second year and IDR 2,600–IDR 2,900 in the third year. Imports from 122 developing countries that are members of the World Trade Organization will be exempt, provided origin requirements are fulfilled. This balanced approach aims to protect domestic manufacturers while remaining aligned with Indonesia’s international trade commitments.
